The Central Bank of Russia (CBR) and the Ministry of Finance are now authorized to grant residents permission to remit profits (dividends) to specific foreign creditors, typically if these creditors have invested in the Russian economy after April 1, 2023. Payments may not exceed the amount of such investments. It is about the authorizations that the president has provided for:

in temporary fulfillment of obligations to certain foreign creditors. among the latter are citizens and legal entities of countries committing unfriendly acts;
in temporary procedure for the fulfillment of financial obligations in the area of corporate relations to certain foreign creditors.

Previously, the Central Bank of Russia (CBR) and the Ministry of Finance could grant permissions, typically subject to compliance with the following conditions:

amount of payments does not exceed 50% of the net profit for the previous year;
participants (shareholders) - foreign creditors are ready to continue doing business in the Russian Federation;
applicant has achieved key performance indicators, as confirmed by federal executive authorities or the Central Bank of Russia.

All of these criteria apply to payments over 10 million per month.
