Deposits of non-residents from "unfriendly" countries transferred to Type C accounts
Deposits have been included in the special procedure for fulfilling obligations to non-residents from "unfriendly" countries. Paragraph 1 of Presidential Decree No. 95 dated March 5, 2022, which initially applied to loans, borrowings, and financial instruments, has been supplemented with the mention of bank deposits – the amendment was introduced by the decree dated June 1, 2026.
The special procedure applies to obligations exceeding 10 million rubles per month (or the equivalent of this amount in foreign currency). To fulfill such obligations, it is required to open a special ruble Type C account in the name of the non-resident, on which the transferred funds are subject to blocking.
In practice, the procedure applies to all previously placed deposits and savings accounts of non-residents from unfriendly countries, which, regardless of the amount, are subject to transfer to Type C accounts. Transactions on these accounts are limited exclusively to the write-off of funds for the payment of taxes, fees, and other mandatory payments to the budget system of the Russian Federation. Short-term deposits (overnight) are also subject to blocking under the specified procedure. The conversion of blocked ruble funds into foreign currency is permitted only with a permit issued by the authorized state authorities of the Russian Federation.
